Workshop on Continuing Airworthiness (CAW) – Parts Departing from Aircraft (PDA)

On 14 May and 20 June, the European Union Aviation Safety Agency (EASA) and the Japan Civil Aviation Bureau (JCAB) convened their experts to discuss continuing airworthiness (CAW) of type design processes and the issuance of Airworthiness Directives (AD) with the specific focus on Parts Departing from Aircraft (PDA). This activity was held in the form of an online workshop and took place under the EU-Japan Aviation Partnership Project (APP).
On the first workshop day in May, the two authorities elaborated on their respective CAW legal framework and process, as well as the application to parts detached from aeroplanes. On the second day in June, EASA first presented on its risk assessment approach and methodology, and on the determination of compliance time for required action. In addition, JCAB and EASA each presented their Mandatory Continuing Airworthiness Information (MCAI) and safety information systems, as well as their process for adoption of foreign ADs. The exchanged information helped increase understanding of the European and Japanese systems related to CAW of type design, laying the groundwork for future cooperation initiatives between the authorities in this domain.
